    LEGAL NOTICE OF ANNUAL BUDGET HEARING/VOTE/SCHOOL BOARD ELECTION

    INDIAN RIVER CENTRAL SCHOOL DISTRICT PHILADELPHIA, NEW YORK 13673 LEGAL NOTICE OF ANNUAL BUDGET HEARING/VOTE/SCHOOL BOARD ELECTION

    NOTICE IS HEREBY GIVEN that an Annual Budget Hearing for inhabitants of the Indian River Central School District at Philadelphia, New York, qualified to vote at school meetings in said district, will be held in the Large Group Instruction (LGI) room located in the High School, Philadelphia, New York, in said district on Thursday, May 8, 2025, at 6:30 PM EDT, for the transaction of such business as is authorized by Education Law.  Voting on the 2025-2026 school district budget will be by voting machine and will be conducted on Tuesday, May 20, 2025, between the hours of 11:00 AM and 8:00 PM.  Voting upon the appropriation of necessary funds to meet estimated expenditures and on propositions involving the expenditure of money, authorization of reserves, authorizing the levy of taxes, and any other propositions which may properly be placed before the voters, shall take place in the District Office Complex, Philadelphia, New York.

    NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the 2025-2026 school year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the district during the fourteen (14) days immediately preceding the budget hearing, except Saturday, Sunday or holidays, in each building of the Indian River Central School District, Philadelphia, New York, during the hours designated:  9:00 AM to 4:00 PM.

    NOTICE IS ALSO GIVEN that petitions nominating candidates for the office of member of the Board of Education are available through, and must be filed with, the Clerk of the District no later than 5:00 PM on Monday, April 21, 2025.  The following vacancies are to be filled on the Board of Education:

    1. Five year term, name of incumbent, Robin Johnson

    2. Five year term, name of incumbent, William Backus

    3. Four year term, name of incumbent, Jennifer Bleam

    Each petition must be directed to the Clerk of the District, must be signed by at least 25 qualified voters of the district, must state the name and address of the candidate.

    NOTICE IS ALSO GIVEN that applications for early or absentee ballots may be obtained between the hours of 8:00 AM and 4:00 PM Monday through Friday, except weekends and holidays from the District Clerk.  Applications must be received by the District Clerk no earlier than thirty (30) days before the vote but a least seven (7) days before the date of the vote set forth in this notice if the ballot is to be mailed to the early or absentee voter, and must be received by the District Clerk the day before the date of the vote set forth in this notice if the ballot is to be delivered personally to the voter.  The District Clerk must receive executed absentee ballots not later than 5:00 PM on Tuesday, May 20, 2025.

    A list of persons to whom early or absentee ballots have been issued will be available for public inspection in the office of the District Clerk between the hour of 8:00 AM and 4:00 PM on weekdays until the date of election.  Any qualified voter may, upon examination of such list, file a written challenge to the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge.

    NOTICE IS ALSO GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (315) 642-3441 or cherylmccormick@ircsd.org.  For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 22, 2025.  In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.

    NOTICE IS ALSO GIVEN that the qualified voters of the School District shall be entitled to vote per Education Law 2012.  Education Law Section 2012 defines a “qualified voter” as being (1) a United States citizen, (2) at least eighteen (18) years of age, (3) a resident of the school district for thirty (30) days immediately preceding the election and (4) not otherwise prohibited from voting under the provisions of Section 5-106 of the Election Law (e.g. a person who has been adjudged to be mentally incompetent).

    IRHS Announces Class of 2025 Academic Leaders

    Indian River High School is proud to announce the academic leaders of the Class of 2025. They are: Valedictorian, Abigail Frimpong, daughter of Seth Frimpong and Monica Sagoe of Fort Drum, New York; Salutatorian, Jack Frans, son of Jeffrey and April Frans of Evans Mills, New York; and Vocational Leader, Amiah Hicks, daughter of Jason & Tamera Hicks of Antwerp, New York.\

    Abigail Frimpong has been named the 2025 Valedictorian with a cumulative grade point average of 97.73. Abigail has taken advanced classes throughout her high school career and will graduate with 27 college credits through Syracuse University and Jefferson Community College. She will graduate with a Regents Diploma, Advanced Designation with Honors, and Mastery in Math and Science. Abigail has maintained honor roll status throughout high school and received the DAR Good Citizen Award. She was also named the 7 News Academic All-Star this year. Abigail is an active member of our school community. She has been a member of the National Honor Society, Art Club and Key Club for the past two years. Abigail received a Judge’s Choice Award in 2024 at the Tri County Student Art Show for her piece, “Pressed For Time.” For the last four years, she has participated in Tri-M and been part of our volleyball team. Throughout high school, she has played in our high school orchestra and expanded her musical talents with NYSSMA, Small Ensemble and Area-All-State. Abigail has been on the varsity volleyball team since her sophomore year and was team captain this year. Abigail is not only active in our school but also in our community. As a senior, Abigail helped with the Children’s Miracle Network Fundraiser, Encompass Recreation, as well as our blood drives and food drives. As a sophomore and junior, she has coached for our 4th & 5th grade volleyball intramurals, was a Junior Staff at the Youth Center, and helped with the board meeting presentation. All throughout high school, she has enjoyed attending church services and was able to utilize her musical talents for the Musical Mission at Church, the Hospice Holiday Performance, and “Ready, Set, Fun” at the Salmon Run Mall. Abigail is considering attending Binghamton University or Rochester Institute of Technology in the fall to study Biotechnology. Congratulations, Abigail! Continue to make us proud as you face new challenges and adventures! We wish you all the best!
    Jack Frans has been named the 2025 Salutatorian with a cumulative grade point average of 97.59. Jack has taken advanced classes throughout his high school career and will earn 40 college credits through Syracuse University and Jefferson Community College. He will graduate with a Regents Diploma, Advanced Designation. Jack has maintained honor roll status throughout high school and has been involved in multiple sports. He has been on the baseball and basketball team all four years and was captain of the varsity baseball team both years. He has played on the varsity soccer team the last two years, and previously played football and varsity cross country. Outside of school, he finds joy in swinging clubs on the golf course. Jack has been a member of the Key Club the last three years and was the president his senior year and treasurer his junior year. Key Club played a huge role in his school community. Activities include Encompass Recreation, the blood drive, Irish Festival, PBS Kids, the Food Drive, and the Salvation Army Bell Ringer. In addition, Jack is Treasurer for the Class of 2025 and has enjoyed being a member of the high school Trap Team as well as participating in Whiz Quiz. Jack’s contributions also extend into our community. He has volunteered for the Joel Davis Tournament that takes place in the summer as well as the Love Like Lexi Project. Jack has worked at Coleman’s Dock of the Bay as well as at the Fults Farm. Jack is considering attending Syracuse University or SUNY Oswego in the fall to study Finance. Congratulations, Jack—you have a bright future ahead of you! Best of luck to you!
    Amiah Hicks has been named the 2025 Vocational Leader with a cumulative grade point average of 95.25. Amiah has taken advanced classes throughout her high school career and will graduate with ten college credits through Jefferson Community College with the potential to earn more college credits through her Veterinary Practices program at Jefferson Lewis BOCES. Amiah has maintained honor roll status throughout high school and is a member of the National Honor Society. She was named Student of the Month at Indian River High School and Student of the Quarter at Jefferson-Lewis BOCES. She will graduate with a Regents Diploma with Advanced Designation. Amiah has been active in sports throughout high school. Since her freshman year, Amiah has been on the softball and swim teams. She was captain of the swim team her senior year and captain of her softball team sophomore year. Amiah was recognized with the Heart Of A Champion Award through softball her sophomore year. Amiah has also been active in our local community. She is a member of the Philadelphia Legion and has also enjoyed participating in volunteer efforts through Indian River Honor Society to include food donation and raising money for our holiday Angel Tree. Amiah has delivered Thanksgiving meals on behalf of Samaritan Hospital and has volunteered animal grooming services. This fall, Amiah will be attending Jefferson Community College, majoring in Business. Congratulations, Amiah! We know you will be successful in all your endeavors.

    IRditarod Fitness Challenge Starts Today!

    1. * Track Your Activity: Students can log their daily physical activities—whether it’s walking, running, biking, or any form of exercise you enjoy. Parents, please encourage your children to participate!
    2. Reach Milestones: As students accumulate miles, they’ll move closer to the ultimate IRditarod goal—completing the “race” as a building, department, or grade level. Simply log their miles by completing this Google Form. If students do something besides walking or running, don’t worry—they can log those too. We have included a conversion chart to allow folks to participate whether you are doing yoga or playing soccer. 
    3. Grade-Level Competition: Each grade level (PreK-12) will be competing to cover the most miles. The grade that accumulates the highest total distance will win bragging rights and a special prize. So, get your children involved and encourage them to stay active!

    Celebrate Success: We’ll celebrate top-performing teams and individuals with prizes, shout-outs, and fun recognition events throughout the initiative.

    The **IRditarod **is all about making fitness fun, and we want everyone involved. Whether our students are walking a few miles a day, participating in a fitness class, or tracking their steps after school, every bit counts toward the total distance! Lace up those sneakers and get ready to run, walk, or roll our way to success. Thank you so much for encouraging your students to participate!
    Let’s get moving, have fun, and work together to see which grade level can claim victory in the IRditarod! Together, we can make the IRditarod a fun and rewarding experience for everyone!
